Flood control upgrades to cause detour near customer service center

Home Posted on February 13, 2026

TriRiver Water customers seeking in-person assistance in Sanford should be aware of a street closure happening for six months in 2026.

E. Weatherspoon Street will be closed between Hawkins Avenue and Third Street starting Monday, February 23. That closure means people traveling to our Sanford customer service location inside the Sanford Municipal Center may need to plan an alternate route.

The planned detour will divert traffic coming from the east down to Charlotte Avenue and then north up Third Street.

The road closure and detour are expected to remain in place until nearly September.

Contractors are expanding the culvert under Weatherspoon Street in an effort to reduce flooding. The expanded culvert will allow this portion of Little Buffalo Creek to support excess storm water during heavy rain events.

The project is funded by a $2.6 million Flood Mitigation Assistance grant from the state government.

In addition to helping with storm water runoff, the expanded culvert is designed to be used as a pedestrian walk way. A pedestrian path will be added from the culvert to First Street—ultimately connecting Sanford Municipal Center with the Sanford Central Green.
